Strictly speaking, the time and the place in itself does not exist. They arise only in the course of action. It determines the duration of the "existence" of time: yesterday, tomorrow or any extended present. But the length of time depends on one criterion: the existence of the action, i.e. the time of solving the task must be less the lifetime of the facility, which provides for this action. In the sentence: "If tomorrow will be cold, we'll go out", the action "walk" as a sign of the object "we" is limited to the concept of "walk" and time and place. I.e. the notion of walking implies that the activity requires a little time, an hour or two approximately and also a limited area: for example, to walk in the Park, etc.
Thus, we come to a very important index of development proposals within the logic of sense. That would become the clear meaning of the sentence, must respect the principle of the unity of place, time and action. This means that the action is always carried out in time in a particular space, which must be indicated in the proposal. Moreover, this means that the proposal must specify one action, one place and one time. Cannot be so that would indicate two simultaneous actions in one place or at one time; can't be as that would indicate one action committed in two places at once, and cannot be so that one activity and one place was done in two time settings.
