Key thought - "the Soul thinks". The concept of "thinking" acts as the predicate belongs to the subject "soul." Because this idea may be controversial or misunderstood, Socrates next tries to explain the conditions under which the soul "thinks". And "luchshe all" is a refinement of the perspective of the concept of "thinking", i.e. Socrates is not interested in the concept of "thinking", and how she does it best. In fact, the semantic content of the key block is probably true that you want to prove that Socrates does next.
